In order to get out of prison in Arrow season 7, it’s theoretically possible that Oliver Queen will have to form a new Suicide Squad. Years ago, the Arrowverse adapted Task Force X (aka the Suicide Squad) into live-action on the small screen - even though the comic book team appeared briefly in Smallville just a few years prior - before Warner Bros. Pictures had the chance to do it themselves on the big screen. But thanks to David Ayer’s Suicide Squad movie, Arrow had ultimately shut down its team.
Arrow’s version of the Suicide Squad first appeared in season 2, and it was even considered for a spinoff series at one point, but the DCEU’s big screen adaptation prevented that from happening. What’s more, practically every mention of the supervillain team had started to disappear over the years… until now. Arrow season 7 appears to be laying the foundation for another Suicide Squad - and it’s possible that Oliver Queen can replace John Diggle as the team’s leader.
In the past, when Lyla Michaels became the new head of A.R.G.U.S., one of her first acts as director was to disband the Suicide Squad. But in Arrow season 7, she’s started to become more disillusioned with the government, so much so that she’s now operating outside of the scope of A.R.G.U.S.’ jurisdiction to seek justice. Furthermore, in season 7 episode 3, “Crossing Lines,” Oliver and Ben Turner (aka Bronze Tiger) have a brief conversation about Task Force X. This could be seen as the foundation for another Suicide Squad to form.
Taking into account Lyla’s willingness to expand A.R.G.U.S.’ scope, which is something that her predecessor, Amanda Waller, also did, as well as Oliver Queen’s current predicament (despite what Felicity Smoak and Black Siren think they can do in “The Demon,” Oliver will most likely not get out of prison too easily), A.R.G.U.S. may work out a deal with the government (or even just the FBI) to let Oliver out of prison and lead a new Suicide Squad as the Green Arrow. Plus, it would allow him to bring Bronze Tiger with him, who seemed to indicate that he didn’t have much choice in attacking Oliver in prison.
At the moment, there’s a lot of smoke for another Suicide Squad in the Arrowverse, but nothing has happened as of yet. Considering that WB appears to be laxer with restricting major characters appearing on television (e.g. Superman), now is as good of a time as any to bring the comic book team back. If Oliver can successfully complete a handful of missions for the government, then his sentence could be commuted and he could be released, presumably by the end of the season.
